Financial Integration

資金融通是“一帶一路”建設(shè)的重要支撐。主要舉措包括：沿線國家深化金融合作，推進(jìn)亞洲貨幣穩(wěn)定體系、投融資體系和信用體系建設(shè)，通過提供更多惠及各方的公共金融產(chǎn)品，推動金融系統(tǒng)化；共同推進(jìn)亞洲基礎(chǔ)設(shè)施投資銀行、金磚國家開發(fā)銀行籌建，加快絲路基金組建運(yùn)營，發(fā)揮絲路基金以及各國主權(quán)基金在“一帶一路”重點(diǎn)項(xiàng)目建設(shè)中的資金引導(dǎo)作用；擴(kuò)大沿線國家雙邊本幣結(jié)算和貨幣互換的范圍和規(guī)模，推動亞洲債券市場的開放和發(fā)展，支持沿線國家政府和信用等級較高的企業(yè)及金融機(jī)構(gòu)在中國境內(nèi)發(fā)行人民幣債券，符合條件的中國境內(nèi)金融機(jī)構(gòu)和企業(yè)可以在境外發(fā)行人民幣債券和外幣債券，發(fā)揮各國融資作用；深化銀行聯(lián)合體務(wù)實(shí)合作，以銀團(tuán)貸款、銀行授信等方式開展多邊金融合作，引導(dǎo)商業(yè)股權(quán)投資基金和社會資金參與“一帶一路”重點(diǎn)項(xiàng)目共建；加強(qiáng)金融監(jiān)管合作，完善風(fēng)險(xiǎn)應(yīng)對和危機(jī)處置的制度安排，構(gòu)建區(qū)域性金融風(fēng)險(xiǎn)預(yù)警系統(tǒng)，形成應(yīng)對跨境風(fēng)險(xiǎn)和危機(jī)處置的交流合作機(jī)制，助推經(jīng)貿(mào)合作深化發(fā)展。

Financial integration is an important support for the Belt and Road Initiative. Key measures the countries concerned could take to foster financial integration include: ? Increasing financial cooperation to ensure currency stability, build a sound framework for investment, financing, and credit services in Asia, and expand the availability of public financial products; ? Strengthening the role of the Asian Infrastructure Investment Bank, the BRICS New Development Bank, the Silk Road Fund, and sovereign wealth funds of the countries concerned in funding key projects; ? Expanding local currency settlement for bilateral trade, and promoting the opening up and development of bond markets in Asia in support of RMB bond issuance in China by governments and creditworthy companies and financial institutions of other Belt and Road countries, and the issuance of bonds denominated in the RMB or foreign currencies outside China by Chinese companies and financial institutions; ? Facilitating interbank and multilateral cooperation, especially in issuing syndicated loans and bank credit, and encouraging equity funds, other companies and individuals to invest in key projects; and ? Enhancing cooperation on financial regulation, improving risk response and crisis management mechanisms, and building a regional financial risk early-warning system, to address any cross-border risks and crises and promote further economic and trade cooperation.
